Presidential Election will be Held on July 17: Election Commission

In India, the Election Commission announced on Wednesday the election program for the President and said that the election process for this post will be completed till July 20.

Chief Election Commissioner Nasim Zaidi said in the press conference that before the end of President Pranab Mukherjee's term on July 24 this year, all the election process will be completed for this post till July 20.

In the presence of Election Commissioner AK Jyoti and OP Rawat, Zaidi said that the notification for the presidential election will be released on June 14.

He said that in accordance with the provisions of Article 324 of the Constitution and the President and Vice President Election Act, 1952, issuing notification of the election of the President by the Election Commission, the election process will be formalized.

The final date for filing of nomination papers by the candidates for the presidential post under the election program has been fixed June 28. The nominee will have to deposit as a nominee of Rs.15 thousand as a security deposit. The scrutiny of nomination papers will be completed by June 29.

The last date for withdrawal of nomination is fixed July 1. After this, if required, vote will be held on July 17 and counting on July 20 will be done.

Zaidi clarified that in the presidential election, political parties will not be able to issue whips to force their MPs and MLAs to vote in favor of a particular candidate.

Zaidi told the election rules that according to Article 55 of the Constitution, the election of the presidential post will be done by a single transitional vote from the proportional representation method. For this election, each candidate will have to submit nomination papers with 50 proposers and 50 signatories signed.

He clarified that any proposer or an approved person will be able to sign the nomination papers of any one candidate. In the event of signing of more than one nomination letter, the signature will be recognized according to the date and time of signing, remaining other signatures will be invalidated.

In addition, the Commission has arranged for the first time to provide special pen to voters for voting in the presidential election from the ballot.

Zaidi said that in order to prevent any kind of disturbances in ballots, the voters will fill their voting information on the ballot only with the pen provided by the commission. This pen with a special type of ink will be provided to voters at the polling station itself.

He said that the ballot filled with any other pen will be declared invalid.

Voting centres will be set up for the post of President in Delhi Parliament House and State Legislative Assemblies. In the form of eligible voter for the presidential election, elected members of both the Houses of Parliament will vote in the polling station at Parliament House and the elected members of the Legislative assemblies of all the states, including Delhi and Puducherry, at the polling station situated in the Assembly of the affiliated state. However, in case of necessity, Members of Parliament will be able to vote in the assembly of any state or in the Parliament House in Delhi, provided they have to apply for this in less than ten days before the date of voting.

Zaidi said that the vacancies of the Rajya Sabha vacated by the Rajya Sabha will not have any effect. He clarified that the election has been postponed for the 13 seats vacant in the Rajya Sabha, so the current MPs of these seats will be able to vote as a member of the electoral board in the presidential election.

Zaidi also clarified on the franchise of 21 MLAs of Aam Aadmi Party that their cases are still under consideration. Therefore, these legislators are also eligible for the franchise in the present situation. He said that if there is no decision in this matter till the voting day, the current situation will remain intact.

The President can not directly choose people himself. MLAs and MPs vote in the process of presidential election. In the presidential election, instead of the ballot system, there is a special way of voting which is called single transferrable vote system. Understanding simple words, a voter can vote for the same, but it tells priority in many candidates. For example, if there are five candidates, then the voter will tell them according to their preference, who is his first choice and who is the last one. If the winner gets the first choice vote, then the second choice of voter is transferred as a new single vote.

It is also interesting to know that winning most votes does not win here. President is elected, who will get more than half the share of the total weightage of voters (legislators and MPs). In the presidential election, it is decided in advance that how much weight will be required for the winning person.
