RJD President Lalu Prasad has attacked the Center's Narendra Modi government and said that PM Modi has put an undeclared emergency in the entire country.

Earlier, Lalu Yadav has also said that he had aligned with Nitish Kumar only on the advice of Mulayam Singh Yadav and he had made CM.

It is noteworthy that Nitish Kumar resigned from the post after a long political drama after the name of Deputy Chief Minister and Lalu Yadav's younger son, Tejasvi Yadav, on July 26, breaking the Grand Alliance, and on the next day on July 27, formed the government of NDA alliance in Bihar with BJP. On July 28, after winning the trust vote, Nitish expanded the Cabinet on July 29.

It is worth mentioning that in his 29-member Council of Ministers, a total of 22 ministers are tainted.

Jammu and Kashmir: Indian security Forces Killed Two Terrorists in Kulgam

There has been an encounter between militants and security forces in Kulgam district of Jammu and Kashmir. Two militants were killed today in an encounter with security forces in Kulgam district of south Kashmir.

"Two militants were killed in an encounter with security forces this morning in Gopalpora area of Kulgam," a police official said.

He said that one of the killed terrorists was involved in the case of looting cash from a bank van on May 1 in Kulgam.

Five policemen and two security guards of the bank were killed in this incident.

The official said that the security forces have recovered two weapons from the spot. He told that detailed particulars about the incident are being awaiting.

Jammu & Kashmir: Major and Soldier Martyr of the Indian Army in Shopian Terrorist Attack

According to the police, one Major and one soldier died in the attack. After receiving information from Intelligence in Jaipora area of Shopian, the army launched the search operation on Wednesday late night.

Meanwhile, the terrorists started firing on the security forces. The injured jawans were rushed to the hospital in Srinagar. The Major and the soldier died in the hospital.

Nitish Kumar is the Palatooram of Politics: Lalu Prasad Yadav

Rashtriya Janata Dal chief Lalu Yadav has a press conference calling on Nitish Kumar.

Lalu Yadav said that during the JP movement he led Nitish Kumar and Nitish is cheering Modi today.

He called Nitish a patch (palatooram) of politics. Lalu said, "I started the student movement and I was more popular than Nitish. Nitish Kumar is the palatooram of politics, never know how many times have changed."

Lalu said that Nitish was scared of the popularity of his son, Tashavi Yadav. Lalu said, "Nitish was silent in the Assembly on the question of Tejasvi. He was scared of the popularity of the Tejasvi."

Nitish Kumar was said to be the right hand of Lalu in 1990. In 1994, Nitish broke away from Lalu and came out with Samata Party separately from the Janata Dal. 1997- 2005, campaign against Lalu. Together with BJP in 2005 formed the government by defeating Lalu. Nitish teamed up with Lalu in 2014. In 2015, the General Coalition defeated BJP badly.

At the same time, after breaking the Grand Alliance in Bihar and separating from the government, the leader of the Rashtriya Janata Party and former Deputy Chief Minister Tejasvi Prasad Yadav is constantly targeting the Chief Minister of the state Nitish Kumar.

Constitution Amendment Bill Dropped from the Absence of BJP MPs

Bharatiya Janata Party President Amit Shah took seriously the absence of party MPs in the Rajya Sabha on Monday (July 31) and told the members that it should not be repeated. Union Minister Ananth Kumar told media persons about this.

According to the information available, BJP can demand cleanliness from absent MPs in the Rajya Sabha. Indeed, in the monsoon session on Monday, a significant provision of the Constitution Amendment Bill of the Government was to be removed in the Rajya Sabha because its MPs were not present in the House.

The government introduced the Constitution Amendment Bill to give constitutional status to the National Commission for Backward Classes (NCBC).

Congress leader P. Chidambaram, while targeting the government, wrote that the government was neither prepared nor serious about the matter. Because of this, due to the total of 78 MPs of NDA, BJP also got a minority.

The Clause 3 had to be removed in the Constitution Amendment (123rd Amendment) Bill 2017, which was linked to the organization of commission. The denial of this clause in the Rajya Sabha meant that the government will have to pass a new bill for it in Lok Sabha and pass it in the Rajya Sabha.

This bill was a constitution amendment bill, so two-thirds of the vote needed to pass it. But the MPs were not present.

The chairman of the House reminded many times that once the bill fell, then the entire process would have to be restarted.

The chairman also said that the only way to pass the bill is to see that all MPs present in the House unite and support it.

The proceedings of the House were adjourned for a few minutes to make unite the ruling party and the opposition. But the bill could not be passed due to lack of adequate MPs of the ruling party.

Rigging Case in Tender against Lalu Yadav: All three Members of the Tender Committee do not Remember Anything

While Lalu Prasad Yadav's Union Railway Minister in 2006, the CBI and Enforcement Directorate (ED) are investigating the issue of giving to contract for maintenance of two hotels of the Ministry to the Sujata hotel of Patna. When this contract was given, three members of the Indian Railway Catering and Tourism Corporation Tender Committee, BK Agrawal, Vinod Asthana and Rakesh Gogiya have told the Indian Express that they do not remember anything about these contracts.

The committee of Agarwal, Asthana and Gogia gave the contract of supervision of BNR Puri and BNR Ranchi to Sujata Hotel in December 2006. Agarwal is still working on senior posts in the Ministry of Railway. Asthana has retired in 2014 and Gogia was the only non-railway staff member of the committee. Gogia works in the private sector.

Agarwal was asked if he had seen the documents related to the contracts of both the hotels? Agrawal told Indian Express, "I do not remember anything about those two hotels. This is a very old thing."

He further said, "If I see a document, then it will not be right to say that I will remember."

Agarwal has been a mechanical service officer of Railways and, in 2006, being a General Manager of IRCTC's Tourism Service, he was a member of the Committee. He is now the head of the Central Organization for Modernization of Workshop of Railway.

Asthana was the Railway Traffic Service officer and he was a member of the Committee as a General Manager (Operations) of IRCTC in 2006. Asthana is also the director of IRCTC. He retired after becoming the managing director of Warehousing Corporation of Central Railside.

Asked about the contracts of both the hotels, Asthana told the Indian Express, "Tender were passed daily in those days, it is difficult for me to remember something immediately. Almost every day a tender came out of that time. However, I was in catering and this matter is not related to my department. I was only part of the Tender Committee."

Gogia, the third member of the committee, was Joint General Manager (Finance) and Company Secretary of IRCTC in 2006. In the year 2008 when these contracts were questioned for the first time, Gogia issued a signed note in the media and claimed that there was no disturbance in the whole process.

Asked about those contracts and notes, Gogia told the Indian Express, "Which note are you talking about? I have never issued any notes. That was not my job."

A copy of the note is present to the Indian Express. Gogia further said, "I do not remember any (about contracts). Some has not been uncommon." Gogia left the IRCTC in 2010.

The CBI recently collected the names of all officers related to the contracts of both the hotels. Last month, the CBI filed a case against Lalu Yadav, Rabri Devi and Tejasvi Yadav for taking a precious land in Patna instead of these contracts in its FIR.

Last week, the ED filed a case against the Lalu family for whitening black money on the contracts of these hotels. According to the document, Sujata Hotel was the only qualified claimant for the contracts of these hotels.

The Tender Committee rejected the claim of Hotel Keshri in Bhubaneswar saying that it does not seem that they have any plans. The Dinanath hotel's claim for Ranchi's hotel was also rejected and Sujata was given to the hotel.

On the same day, the Tender Committee recommended contract for Sujata Hotel (December 23, 2006), on the same day, it was finalized by IRCTC Managing Director PK Goyal. Goyal's name is also included in the CBI FIR.

Jammu-Kashmir: Security Forces Killed Lashkar Commander Abu Dujana in Pulwama Encounter

The encounter between militants and security forces in Jammu and Kashmir has ended. Security forces have killed all the terrorists in Hakkirpora village of Pulwama district of south Kashmir.

Lashkar commander Abu Dujana has also been killed in this encounter. According to the news agency ANI, the police has confirmed the killing of Abu Dujana of Pakistan, who was also the commander of the terrorist organization Lashkar-e-Taiyyaba, in the encounter.

About the dead terrorists, DGP SP Vaidya of Jammu and Kashmir Police had said, "The bodies of the terrorists are yet to be recovered. Only after the body has been recovered can be identified and will tell whether Abu is going to die in the terrorists killed.
